I listened to that too. It actually makes a lot of sense. Whoever gets the Toronto GM job is going to have to deal with several things...
A: He's going to have to accept that he won't get to hire his own people (Dubas and Hunter aren't going anywhere).
B: He's going to have to deal with a hands on President in Shanahan.
C: He's going to have to tear down the organization and rebuild it from the ground up.
D: He's going to have to deal with the pressures of a Canadian market
... Feaster is almost uniquely qualified for the situation as it is in Toronto. Feaster seems more like a delegation type manager then a one-man show type which by all accounts looks to be what's going on in T.O. Given that they are probably grooming one of Hunter or Dubas to be the long-term guy once they have some more experience it'll be a difficult position to fill with a "hot name". I think they'll try to get Futa but Feaster strikes me as a decent enough fallback option given the circumstances.
He interviewed for the Canucks job before it went to Benning so his name wasn't entirely mud and the Flames success this year can't have hurt his stock (such as it is).
