I think in a general CBE trustee election the person who has the biggest and most signs tends to do best. In a by-election, it is the best ground game. It takes a lot of work to get people to leave their house to vote in a by-election for trustee. In a general CBE election it piggy backs on the mayoral/city councillor race and people are less likely to be knowledgeable about the trustee candidates...many tend to vote for inane reasons like most signs or the person who has the best name.
