For where you are right now, there's two ways of collecting legendary gear short of getting lucky from an engram.
1) Continue to do strikes/crucible and collect those marks. With these marks (and for certain pieces require a commendation as well), you can purchase legendary armor from the vendors like the faction or Crucible/Vanguard. With a couple pieces leveled up, you should be able to hit 27+ easily.
2) From there start doing some raids. It's a little backwards because of how Bungie implemented so while you're now equipped to be able to do the Vault of Glass raid, the gear is technically inferior in terms of the long term. It doesn't give as much light to level up compared to the stuff you can buy. Would still recommend it because you may get an extra piece of gear that you were planning to buy and that could help you get closer to a full set of legendary. Not to mention it's the best part of the game and some of the weapons you can get out of it are still extremely valuable.

Lastly, exotics will be something that you could/should be able to get your hands on soon. These things will stay with you for the rest of your character, and depending on how good they are, perhaps something you'll almost never take off. What class do you play by the way?
Thanks for the information - looks like you used to get the legendary gear with each level, and now its more of a 'luck of the draw' sort of thing. I think I'll still work at leveling up the factions rather than vanguard / crucible.

My class is Hunter, and I prefer the bladedancer subclass right now. The super is awesome during strikes when you get overwhelmed by sheer numbers. Thinking of starting a new character, but would like to go further with the hunter for now.

So for the raids, there is no matchmaking, correct? I'd have to assemble my own fireteam? The only issue there is all the people I know playing are level 30+, so again, I am way under-leveled to play with them. Is there a CP team or something? I'd love to join in with a few other players at my level (24 at the moment, but should get to 25 as I need to level up new gear).
