Once I level up to level 3, do I get a legendary piece of equipment every time I level up again with a faction? It appears it used to be this way, but I'm unclear if that is still the case. I'm trying to decide how much time I devote to factions.
Also, I'm having trouble getting any sort of legendary gear. I'm doing as many bounties as I can, including those in the crucible, as well as doing the daily heroic and other strikes. The only piece of legendary gear I got was doing a raid with a buddy and his clan, where I was basically dragged along as my level was far too low to be effective (level 24). Anything I am missing? I'd prefer to not have someone else drag me through raids / strikes over my head to get good gear; the enjoy the actual gameplay and earning rewards, rather than just have a high level.

Partially correct. You receive a faction 'package' which will contain a random set of loot. Can be anything from a single strange coin, to including ascendant materials, a legendary weapon or armor. The main reason people go for factions is to collect the exclusive shaders/ships that you could potentially get from that package.
For where you are right now, there's two ways of collecting legendary gear short of getting lucky from an engram.
1) Continue to do strikes/crucible and collect those marks. With these marks (and for certain pieces require a commendation as well), you can purchase legendary armor from the vendors like the faction or Crucible/Vanguard. With a couple pieces leveled up, you should be able to hit 27+ easily.
2) From there start doing some raids. It's a little backwards because of how Bungie implemented so while you're now equipped to be able to do the Vault of Glass raid, the gear is technically inferior in terms of the long term. It doesn't give as much light to level up compared to the stuff you can buy. Would still recommend it because you may get an extra piece of gear that you were planning to buy and that could help you get closer to a full set of legendary. Not to mention it's the best part of the game and some of the weapons you can get out of it are still extremely valuable.
Lastly, exotics will be something that you could/should be able to get your hands on soon. These things will stay with you for the rest of your character, and depending on how good they are, perhaps something you'll almost never take off. What class do you play by the way?

"The leaked information for House of Wolves also mentioned a new Awoken storyline and a third raid, plus three new Crucible maps and another Fallen strike."
I'd imagine that it would be close to if not exactly that. Can't imagine not having a new raid.

Notice zones captured, offensive kills and defensive kills. The new raid might be based on these stats.

First regular Control nonstop, then Iron Banner Control and now Raid Control. So original Bungie. /s
Well, partially sarcastic anyways.
