The problem is that, in public, it is simply unrealistic to think that even if someone doesn't pull out a cell phone and snap a picture that it won't be captured elsewhere. Enough buildings have security cameras surrounding their premises, not to mention traffic cameras on our intersections, that you are pretty well constantly being captured on film somewhere (that's not to say someone is 'monitoring your every move', let's not get stupid), but it isn't anything unheard of to see security camera footage 'leaked'.
