They'd still have their hands and feet so they could still kidnap and as much as the thought sickens me and sends chills down my spine, they could perform oral acts. Even castration wouldn't stop a sicko like this.
I think it would be more appropriate to grab a sledge hammer, put his hands on a concrete pad and bash them to a point of obliteration.
Since the justice system in our country can't take care of degenerate lowlifes like this one, I guess all we can hope for is that some current inmate can do it for them ala Jeffrey Dahmer.
