Try reading my mind...
I'm not talking about actions in the 60's, 70's, 80's or 90's. The news I linked to listed additional sanctions, and additional actions by Cuba.. all in the past year.
My question was which of these additional actions or additional sanctions occurred first.
Sorry for not being clear.
