I could actually see this law being valid because, when someone raises their hand and points it at a cop, and the object is cell/gun-sized, a LOT of bad incidents could result. A cop in the heat of the moment could easily gun down a kid pointing a cell phone at him, especially at night. I think there's some validity to that argument, at least.
