Sounds like you pay $190 and the city will come in and plant a city- owned tree in your neighbourhood. Also sounds like doesn't even need to be on your property, you can pick where you'd like it (imagine you can't pledge to put it on neighbours yards, etc).
Sounds like I pretty great idea. $190 to add some trees on streets is a small investment each house can make to increasing property values and overall awesome feeling.

Cool idea, did you note the blurb below? I know our hot summers can kill young tress without a decent amount of water
