My understanding is that it's the board that manages the actual Hall of Fame Museum in Toronto and has nothing to do with the inductions to the Hall.
He was appointed as one of the city's three representatives on the board. He is a Toronto city councilor and one of the duties of any councilor is to sit on various city boards. It's no different than a Calgary city councilor sitting on the Stampede Board.
The Hall of Fame had no say in his appointment to the board, and he will have no say in any future inductions to the actual Hall.
