I found a couple of interesting things on the "U.S. aid to Israel" subject.
Please note each source.

The first one noted how only 26% of the Foreign Military Financing can be spent in Israel for military procurment - 3/4 are spent in the U.S.

It also noted that "Each year, an amount equal to the funds Israel spends on settlements in the territories will be deducted from the loan amount, along with all fees and subsidies."

Money can only be spent in the pre-1967 boarders.

The second site made note of a couple of things that I had not thought of before. (This would be how the 'other side' see it, I guess) -
"Transforms Palestine into a military test ground..The US depends on Israel to test new military technologies in war condiditions." A testing ground for targeting systems and amunition (all that to make sure m-16s don't jam in the sand?) I don't quite see why, but it does not sound too far fetched to me.

Yes, the aid is disproportional and costs the American people economiclly, but what foreign aid doesn't?

Yes, Israel has a special relationship with the US, so does Canada.

Israel wants to lessen it's dependance on US aid, but I think once you are at the table, it is hard to stop eating.
