If the Flames really haven't made a decision yet, I would be pretty disappointed in Treliving. When you're the guy in charge, at some point you have to make up your mind.

There are sometimes quirks in the CBA that make teams not want to make moves official until after certain time has passed. 5:00pm ET is the cutoff for the daily roster. There may be some reason that the Flames don't want him to be officially on the roster today (it's usually a factor before the trade deadline because of roster size limits), so they could be holding off on announcing it until after 5:00pm ET.
There could also be an issue if they're sending him to the AHL and make it public too soon, that they'd have to send him to San Antonio to meet the team. Once it's no longer feasible to send him to Texas, they can announce he's going to Adirondack and will meet the team in Toronto.
I have no information, just speculating as to possible reasons why nothing has been announced, even if they've already informed Sam of the decision.
