It makes the NHL look very unprofessional if they based the suspension on the NHL schedule's affect on other teams versus the severity of the offence.
It sure looked to me like his actions deserved more than 4 games. The player that was victimized could have had his neck broken and may still suffer future medical problems because of this reckless act. The punishment in this case appears to be far too lenient and does not reflect well on the NHL. Third parties should be involved in decision making when it comes to player safety.
