Hokay, I'll bite.
Even if they did consider this progressive step, which would be a welcome addition for some parts of the LGBT community, it wouldn't be just for Vancouver fans, but also Flames fans (probably the majority, actually) among others. So that's taken care of.
As far as bottlenecks, I can't see that the actual number of people using a gender-neutral bathroom would have any impact on the overall bathroom bottleneck, given that the % of those who want to use it to feel safe is such a small percentage of the total attending population of events. Mostly, it would probably be used by regular delta-bravos going in and clogging up the works because the line is shorter / or to come out and tell his bros that he ran into <insert gender-insensitive comment here> in said bathroom.
