Have to agree with the initial assessment of spoiled kids, was the same thing I was thinking when I heard the news. Show up in mommy's car with the official plates. Jeez you hear stories of diplomats abusing their power all the time (though in fairness, maybe much of that is also Hollywood perception) one can only imagine how some of their kids behave while in those countries.
However, it's e early in the news cycle for this story so I'll wait for more information before I rabble too much.

I believe the Florida consul covers a big chunk of the Caribbean as well, the smaller islands that don't warrant their own embassies.
My mates wife was due for a posting in Miami but choose New York instead as she would have been of flying around the islands three weeks put of the month, which sounds great but they had a couple of young kids, as it was he got to be a kept man in a lower east side apartment in New York for two years!
