He clearly sees Gaustad, who doesn't see him and is vulnerable, and pushes his shoulder forward to make contact with what looks to be the head. That's not incidental man. Are you implying that since Burrows is going "in a straight line" for a line change, he isn't responsible for not interfering with players who don't have the puck?
