I haven't really looked at the healthcare levy and how it works, but in all honesty if I'm in the bracket where I have to pay $1000, then I just consider that as the cost to live in Canada and specifically in Alberta, which I think is the best place in the world to live. That's basically how I justify taxes to myself in general though; you pay a little bit to live in the best place in the world and I don't have an issue with that.
