They're starting a new show on TBS, and Jason has said before that he had no desire to host TDS. He was uncomfortable enough in the few times he's had to guest host due to Stewart being ill

You didn't watch Stewart's first couple of years did you. Like most new late night TV hosts he was awkward and a bad interviewer to start. It wasn't until the 2000 presidential election that the show found it's political humor voice and Stewart hit his stride. When he first took over he was the straight man to the over-the-top wackiness of the corespondents, which is what I imagine Noah will start as. Once he's more comfortable in the role I can see him injecting his own brand of humor into each story
