You're remembering something false. Only the first overall pick is up for grabs. They changed the rules starting last year. It's a 3 year gradual change.
1st Year: All teams had a chance to win 1st overall, but % chance is the same as before.
2nd Year: % chance is tweaked to make it more balanced amongst the non playoff teams.
3rd Year: Top 3 picks are up for grabs.
