Did this strike anyone as a little odd?

Apparently the US is going to be energy independent in about a year and a half, but they'd be happy to scoop up Alberta to become energy independent "overnight".

So, umm, he sees this happening before the end of 2016? Or, as I might suspect, this is just a bunch of poorly thought-out bull#### that the Herald should be embarrassed to print?
