I guess the one thing that could be done is to eliminate one of the grades of gasoline being sold; perhaps mid-grade.
When unleaded first came out many stations got rid of their High Test Leaded gas to support the new fuel. I would think with ethanol being a liquid and having many similar properties to gasoline the transition wouldn't be very hard. The only difference would be somebody would have to manually pump the last few 100 litres out of the gas station's tanks. I know when Leaded was phased out, at the station I was working at we were using mid-grade unleaded in the leaded system for about 2 months before changing the name over to mid-grade.
