You need oil for nearly all of the industrial processes to create a car; Steel, Rubber.

Not to mention their is no way to really increase the production of ethanol without planting crops on arable land already used for crops. So what do you do? Remove 5% of the food production in the world and replace it with crops for ethanol?
Ahh

We already make way more food than is consumed, there is lots of room for growth.
