The Human rights watchdogs - Human rights Watch, Amnisty Int., etc.- continuously rank Israel as one of the worst human rights abusers - ahead of the like of North Korea, Iran, Sierra Leone, Zimbabwe, China. Israel has been singled out more than any other country at the UN.

In the meantime - Palestinian refugees have their very own UN department (unlike Rwandan, Bosnian, or Kurdish refugees).
