The UN is only as effective as the member-states who drive it. If the UN fails, its because its drivers didn't make it succeed.
I believe in Rwanda UN officials were screaming for intervention, it was the
member-states that refused to intervene. The 'UN' is a bureaucracy, not a government. If the Security Council decides to intervene, it happens. If they don't, it doesn't. I know I said this in another thread last week (in response to you), but you must have missed it.
