Building outside of downtown doesn't really make sense from a business standpoint, either. Corporate suites are very important to a team's bottom line, and you need to make the games accessible to your fanbase - having an arena within walking distance / short train ride / short taxi ride is essential to fans coming to the games straight after work, which is what happens as is, and will only continue to happen even more.
It sucks for people in the burbs, I get that, but the further out you go to the peripherals of the city, the harder it is for 75% of the rest of the city to get there - and that can be the difference between buying a ticket (and season tickets) or not... the only logical solution is putting it central where it can be accessible to all.
