Given that Calgary will only be the third city in Canada with +1 million people, I wold suspect such a policy is for metro population rather than city population. If that is the case, Calgary would have begun to receive that extra funding a few years ago.
Also, speaking of rapid growth, according to the 1978 Encyclopedia Britannica, Airdrie had a population of ~670 at that time. This years census put it over 29,000. The entire Calgary Metro is probably pushing 1.25 million by now.
