I'm talking about designing, planning and approving the district's land use and transportation networks with this new use in play, planning and executing the level of soil remediation required (it is massive), and then building infrastructure like Bow Trail. This is a lot of planning and construction before a building can start. This is aside from the time required to agree to a financing structure and deal assuming there's a publicly funded component (which itself took years, for example, in Edmonton).
East Village was a relatively simple enterprise and not a single building is yet complete (10 years on from when its current Area Redvelopment Plan was approved). There's a lot of steps. One advantage now though is that CMLC is already established to manage redevelopment if they end up going that route.
