I guess the guy is hitting the waiver wire in October just like Baertschi, and maybe he was ready, or almost ready last time, I think I just need someone to better explain the timing of the move, was it a roster space issue that he wasn't up earlier? Glencross in the way?

Giving him a chance to acclimatize to the Flames' system, continue to develop with prime minutes before making the full jump. Shore has been viewed as close as you can get to making the team both here and Florida but just needed an opportunity. Since the other 3 players can still be sent to the AHL next year, they'll have a bit of a investment in wanting to compete in the AHL playoffs.
Shore is going to be on the main team or on waivers come October so may as well stick him for the rest of the season with the big club to give him the best chance to stay. As such, the recall prior to the deadline saves one of the 4 nonemergency callups.
