I guess it could be in between, the pod contains a solid or liquid that somehow chemically creates CO2 in enough quantity that the unit can then compress and put into the water. Either that or it's a lower quality tablet type fizz and the syrup is changed to not need the bitter taste of carbonic acid to taste right, but that doesn't seem like something Coke would go for.

Doesn't matter much to me as I use my SodaStream mostly for soda water, sometimes with added flavour in those low calorie mio type things.
The other thing the Kold does over Sodastream is that it instantly chills the drink. I don't know if this is some flash chill technology as keeping the water reservoir cold would be a energy waster.
