Technically, City garbage and recycling teams are supposed to just pick up what fits in the black or blue bins. If you have extra, you're supposed to hold onto it until the next pickup. So, your garbage guys are being nice to you by throwing in the extra bags (which I assume is not a weekly occurrence). But, I think the real issue here is that you bagged your recycling. Recycled materials need to be loose to be sorted and they won't open bags at the facility. So, if you have extra recycling, you can either bring it to a depot yourself or hold onto it for the next pickup.
