I would hope they are considering all factors. They may not weight them all the same, but it would be pretty foolish to ignore things all together.
The overall question is how can the flames extract the most value out of their assets so that they can win the cup. There are a lot of techniques to do that. Developing players well is definitely a great way to increase the value of your players. But cap space is another asset to manage, and using ELCs to get more value from your spending is another technique which has been used successfully as well.
Grossly oversimplifing: will developing Bennett in the NHL this year give the Flames more value towards winning a cup, compared to what they would get from the 3-4 million in extra cap space in 2018-2019? It is a good question, and something which should be considered.
