If my understanding of the AHL rules is correct, yes.
The only caveat on that would be if he has a setback in the next week or two and isn't cleared to play until after the deadline. In that case, I believe that as long as he's sent directly to the OHL upon being cleared to play, he'd be AHL playoff eligible, but if he played a game for the Flames (either AHL or NHL) after the deadline, he'd only be able to play in the NHL when Kingston's season ends.
That's why I said it's probably not going to be a big factor in what the Flames do with him. The worst-case scenario is that he has to come to Calgary after the Frontenacs' season ends, which isn't really a bad thing at all.
