I think the issue is that seems a large number of American police have a hard time exercising appropriate judgement. Maybe the victim shouldn't have been turning away, but an officer of the law should be able to determine that the guy can't understand you at all, that if you need to hold/restrain him you probably don't need to do a UFC takedown on a fragile old man who is little to no physical threat. I have a hard time seeing how this situation couldn't have been resolved with a little bit of a rational approach. What happened to police being the best of society? Seems like they hand a badge to any idiot these days.
