There is some ambiguity in that "1,000,000 people" could refer to either the size of Calgary when the fast growth started, or the amount of growth in 10 years. Clearly the former was intended, but the latter is how I first read it. It was beat into us in legal writing to avoid grammatical ambiguity. A more concise way to make the statement would be;

For cities with a metro area greater than 1,000,000 people in North America, Calgary had the fastest growth in the last decade.

We are trained to look for or close loop-holes.
