1) Convince a Middle Eastern country with lots of spare and sparsely populated land available to carve out the area and let the ISIS folks take up residence and create their own nation-state.
2) Give the ISIS folks 7 days to take up residence and create a ISIS-Nation. The "host" country could even provide free transportation to the new location.
3) On day 8 after the date that ISIS folks have relocated, a coalition of Western nations annihilate the newly created ISIS-Nation and every one of its inhabitants with more weapons than the world has ever seen.
