This is a complicated one. Typically, concepts are made for a certain piece of property already owned; given what the Flames would like to do, you have to consider future purchases of currently un-owned land. You can do concepts and sketches, but at the end of the day, it's all conditional and could change at the drop of a dime if that land isn't able to be purchased.
However, creating concepts can help to gain client, municipal and public support for the project. That's why you bring forward big ideas now in order to get the right parties and decision-makers on your side.
