Blakeman's proposal wasn't even merger prior to election if it were this spring - just co-operation (not running candidates against one another and such). This is clearly a rejection of even that.
Swann is now saying he'd discuss merger after (but no cooperation prior to as per Blakeman's proposal?). Mind bottling.
