I imagine that King is involved in much the same manner as the President of EnCana was, he has a budget/plan from ownership but he has a construction lead looking after the actual planning, with input from the executives. King is probably involved in the political aspect of funding/location and corporate requirements, which seems to be the stage the rink is at now. If he is involved in the design and construction then there may be a problem.

Encana sold the Bow office assets to H&R Real Estate Investment Trust in 2007 and signed a 25 year lease. There would have been a project team and a PM who would report to the board. The construction would be managed by a project management team who would supervise the construction. The CEO of Encana would not be involved on a daily basis. I would expect though that the Flames would have a bit more involvement with Ken King acting as a Project Director role with a Project Manager underneath him dealing with day to day work.
