Hmmm, I think you are right about more suites, but the rest, I think that will likely drastically depend on how you define "fan friendly".
I think site lines, concession convenience will all have to be better in the new rink (if not, not sure what to say). All of that = more fan friendly.
On the flip side, there may not be the equivalent of the Nose Bleeds right now that allow for I guess some "somewhat" more affordable ticket prices for some crappy seats that do give you a half decent view of the full ice, but do somewhat isolate those fans from accessing the full experience of the arena (which would matter more in a new rink). That, for many may = less fan friendly.
