The construction nusiness is a constant battle to make things fit that don't fit.
In this case, very likely a surveying issue, or a measurement issue. The steel arch likely had to be ordered before a site measurement could be taken.
The fix is likely chipping some bearing plates out, moving them, and casting them back in. The big cost is the cost of moving the crane in a second time.
Shouldn't have anything to do with the city.
