The NHL is attacking the wrong problem. They're treating the symptom rather than the root cause.

Guys are embellishing and diving because refs aren't calling hooks and slashes. After the 05 lockout they had to regularly be reminded to reinforce the rules to prevent obstruction. If they don't, it creeps back into the game.
So it's only embellishment if they fall to the ice? The fact is he lost the puck himself and then threw his arm up like he was hooked to draw a penalty that didn't really happen. That crap we need out of the game.
