I can't see it being implemented for a while yet if not ever. The cost of rebuilding the infrastructure would be phenominal, if you take into acount that most networking hardware isn't compatible with IPv6 and can't be retro-fitted. It is a lot cheaper to continue down the path they're on, using NAT to connect more people. Hard to tell at this point.
