Biological warfare has become a fictitious war fighting tool by most professional military thinkers because of its uncontrollable nature, its difficulty in deployment and the fact that there are bigger odds of it harming your own military just as much as it harms your own military or civilian base.

Even Chemical warfare has become something that's not likely to be used because of the difficulty in deployment, the persistence of modern chemical weapons and the need to decontaminate areas after use. And the fact that you need highly trained soldiers to fight and survive in a chemical environment. On top of that no soldier enjoys fighting in a NBC suit.

As well under most international law conventions a attack by chemical or biological weapons are treated the same as an attack by nuclear weapons.

In fact the American's defined result to a chemical weapon attack on their military or civilian base or a chemical weapon on a nato ally is more then likely to respond with a nuclear retaliation.
