Many reasons.

In general, the republicans have had a scorched earth policy against democratic leadership ever since the Clinton administration. They decided that it is worth shutting the government down on multiple occasions simply to weaken and/or expose what they view as democratic immorality or poor governance. In that respect, they've simply made it a game plan to hate any and all democratic agendas.

There is a clear constituency that is against Obama because they're flat out "uncomfortable" with him. Make of that what you will, but it's real and it's a factor.

By and large though, American politics are kinda like the d-bag supervisor that hears your idea in private, tells you not to go to the boss with it... and the next thing you know, the boss is talking about how your supervisor had a great idea!

Case in point is healthcare politics in the US. The republicans did all they could to stop the ACA. They said it was a fiscal disaster blah blah blah. But when GW Bush was in office, they passed Medicare Part D which was never funded and is a fiscal disaster.

Neither team wants the other to get a "win" and they'll tell any lie and resist any initiative to prevent it.
