Let's be realistic- this is a bad situation for the Pats, but it is probably on par with other infractions such as salary cap violations, illegal stick curves in hockey, illegal athletic equipment etc. It is wrong and should be penalized accordingly.
edit- the rule book calls for a fine of $25,000 if it is discovered that a ball has been tampered with. It appears 11 balls may have been tampered with, so wouldn't be surprised if the Pats are just fined $275,000. Perhaps Belichick may be personally fined as well.
