This is Quebec remember. The government is known for wasting money. If I was the NHL I wouldn't be in a hurry to move a team to Quebec unless they were really desperate. Having a team in Quebec doesn't grow the league, while a team in Las Vegas would bring in a lot less revenue but would bring more people not already watching the NHL into the fold.
