He has actually played decently for the Kings when healthy. I think he'd be an upgrade on Engelland or Smid. It's not like he's about to turn 40, he'll be 35 this year. But I still think he's got something to offer, and will be willing to play as a 6-7 guy. Young defenceman don't grow on trees and I think he could be a decent brige guy in Calgary while some younger guys come along.
Ference in Edmonton is an issue because they tried to bring a 3rd pairing guy and play him in the top 4 and try to make him something he's never been. Bringing in Regehr to be a low pairing guy and assist in leadership with the Flames would be drastically different in my opinion.
