Unless it is Shaw included in your rent, I think your grandfather is correct. They likely have half a dozen dishes on the roof, run it through a tuner and send the signal down to your TV. Just like a smaller version of what Shaw does.
Something like that would cost in the 10's of thousands to set up, but at $30 per month over 100 units the cost savings can add up pretty quick.
The downside is you likely have a similar channel offering to what Rogers had circa 1995.
