Clean water could lead to population growth due to increased health of people now and in the future.
Educating people about, and offering them options for contraceptives is pretty much the opposite of eugenics. If he wanted to weed out a certain population a) obviously he wouldn't care about the quality of their water, which you have put together, and b) he would be forcing birth control (and possibly other, more terrible things) on people without their knowledge.
Outside of systematically killing people, contraceptive education is one of the few ways to try and taper population growth. And again, being concerned about the overall unstainable growth of humanity does not necessarily (and likely, rarely) correlate to being a eugenecist. And frankly, its a pretty egregious accusation.
