In order to sync, to view without streaming, you need a subscription.**

In order to view while connected to the internet, and stream the content, you do not need a subscription.

In either case, you either need Plex media server installed on your PC, with a Library pointing to the folder you would like to share, or another person's Plex library that is shared with you (which is a library that they have on their PC, running Plex Media Server.

**Disclaimer: I have had my subscription for over a year, it is possible that the sync feature is now available for free.
